The Governor of Southeast Sulawesi Becomes the RDP General Speaker at the Committee I DPD RI
Gubernur Sultra Ali Mazi jadi narasumber dalam rapat dengar pendapat (RDP) di Komit I DPD RI.
Southeast Sulawesi Governor Ali Mazi was the guest speaker at the hearing (RDP) in the Commitment I DPD RI.
Kehadiran gubernur ini berdasarkan undangan Sekertaris Jendral Dewan Perwakilan Daerah (DPD) RI Nomor PU.04/208/DPDRI/2020 tanggal 20 Januari 2020 perihal Undangan Rapat Dengar Pendapat Umum.
The presence of the governor was based on the invitation of the Secretary General of the Regional Representative Council (DPD) RI Number PU.04 / 208 / DPDRI / 2020 on January 20, 2020 regarding Invitation to Public Hearings.
Rapat dipimpin oleh Wakil Ketua Komite I DPD RI Fachrul Razi Daerah Pemilihan Aceh, dan anggota DPD RI Basilio TA. Adapun Narasumber adalah Gubernur Sultra H. Ali Mazi, SH. dan Dirjen Bina Bangda Kemendagri, Dr. Ir. Muh. Hudori, M.Si.

Ali Mazi menjelaskan perihal anatomi RUU Daerah Kepulauan terdiri dari 11 Bab 45 Pasal dengan Batang Tubuh RUU meliputi : Ruang Pengelolaan yaitu Yurisdiksi dan Wilayah Pengelolaan. Urusan Pemerintahan yaitu Irisan Urusan dan Skala Kewenangan Tertentu. Uang yaitu Formula dan Nominal, Pendanaan Khusus.

Daerah Kepulauan yaitu Daerah Provinsi dan Kabupaten/Kota Kepulauan yang terdiri dari 8 Provinsi dan 86 Kabupaten/Kota, dan Calon DOB yang memenuhi syarat sebagai Perovinsi Kepulauan Kabupaten/Kota Kepulauan ditetapkan bersamaan dengan UU Pembentukan Daerah (Pemekaran).

Arah kebijakan pembangunan daerah kepulauan yakni, perencanaan pembangunan RPJPD sebagai rencana induk pembangunan daerah kepulauan. Sektor ekonomi kelautan prioritas dan sarana dan prasarana daerah.

Kesimpulannya, RUU Daerah Kepulauan sudah diagendakan untuk dibahas dalam prolegnas 2020. Kemendagri memberikan beberapa masukan terkait dengan substansi RUU agar tidak bertentangan dengan UU 23/2014, disarankan juga untuk berkoordinasi dengan Kemenkeu terkait besaran alokasi dana transfer kepada daerah kepulauan.
In conclusion, the Islands Regional Bill has been scheduled to be discussed in the 2020 National Legislation Program. The Ministry of Home Affairs provides some input related to the substance of the Bill so that it does not conflict with Law 23/2014, it is also recommended to coordinate with the Ministry of Finance regarding the magnitude of the transfer fund allocation to the islands.
Kedua, Ketua Komite I selaku pimpinan rapat meminta kepada Gubernur Sultra selaku ketua Badan Kerjasama Provinsi Kepulauan untuk memfasilitasi pertemuan dengan seluruh gubernur Provinsi Kepulauan, DPR RI, DPD RI dan DPRD Provinsi beserta Pemerintah untuk bersama-sama melakukan pertemuan sebelum pembahasan RUU Kepulauan di DPRD.

Ketiga, prinsipnya, anggota komite 1, memahami kebutuhan provinsi kepulauan dan mendorong agar RUU dimaksud dapat segera ditetapkan menjadi UU setelah 15 tahun diinisiasi.
